If a player finds himself in an impossible snooker, does the miss rule carry on regardless?

No.

The actual rule is called a 'foul and a miss'. If a player is in an impossible snooker, then he will be deemed to have played the best shot possible to get out of it. (However, he still has to be deemed to have applied sufficient strength to achieve the best shot. S/he can't just tap it, they would have to be deemed to have hit the cue ball with enough strength to hit the target ball(s)).
