I don't see how that clears anything up definitively.... 10.03, "Around the figure(s), there must be a zone free from any item and comprising a single-colour background if so required." 10.05 insists on "legibility" as stipulated in Annex D which as I understand it is still fairly open to interpretation.

One commenter on that article raises an very interesting point though. Given the enormous value in data I think this is very plausible:

I use to work for a company responsible for tracking player movements(Distances Ran,Sprints Made etc) for the Premier League They did this using cameras mounted around the stadium. They had serious issues tracking players wearing a striped kit because the numbers blended in with the stripes meaning the tracking data could be compromised.There was talks back then to make this a rule so the tracking data would need no user input meaning more accurate data. Uefa use the similar system to do their player tracking so I reckon this could be the reason.
