Don't think so. Wiki not the most reliable source but says he didn't play for the U 21s until 1995. Back then (although not now) you used to have to have played for the first team to be considered for the U21s and he didn't make his debut until the start of the 94/95 season. The Toulon tournament by the way was a prestigious tournament to win back in the day.

Not often I say this , but well done England & Gareth Southgate we won every game playing expansive football defending as a unit and playing with pace
Baker looks some player but he needs to get out of Chelsea pronto otherwise his career will go down the crappa , same could be said of chambers at Arsenal , he has looked solid throughout this tournament and with the main squad lacking depth he is being wasted by Wenger
Also well done to Iorfa at Wolves very solid

No David Beckham in that squad as well. Quite amazing when you think of it for someone who would eventually win 115 caps. Compare him to the Leeds group in that squad, none of whom played for the full national team or even had moderately successful careers in the top division probably with the exception of Noel Whelan.
