We've got a bloke here in the office who drives everyone round the twist by unplugging everything after he has used it. It doesn't matter what it is, printer, scanner, kettle or shredder. If it doesn't work when you come to it, it's not because it has packed up, it's because this knobjockey has pulled the plug out.
Can any sparkies on here tell me if there is any, even the slightest, reason for doing this or am I fully justified in smacking him out of sheer frustration the next time it happens

I think if the item is plugged in and switched on,the electricity still flows through the wire.As long as the switch on the plug is off it should be ok.

When you mention 'flows', I presume you mean when there is a current, as opposed to a circuit being live. Just as you dont need to turn off the mains switch in your house even when everything is unplugged or turned off. It is, however, true that equipment in standby mode can consume electricity (power - Watts) and should they do so, there is a current or 'flow' through it.

My mum used to do this before going out. She would unplug everything in the house, and also spend an age checking the knobs on the gas cooker.

I'm with Haysender that it's definitely an obsessive compulsive disorder - someone has probably told him at an impressionable age that plugs should be turned off when not in use otherwise it's dangerous. It would be a difficult habit to break if it's that ingrained that he does it at work as well. I'm a bit like that but only in the home environment, I'm always turning plugs off other than those that need to be on like the freezer and my son is always leaving every plug on with items of clothing etc strewn over them - he drives me mad and I drive him mad.

Years ago, it used to be advised to unplug TVs from the socket at night. This was because of the very high electrical charges stored in the anode/cathode valves and capacitors, which could actually do you a mischief, or start a fire. Unplugging was safer than just switching off at the socket, because an internal fault could theoretically send the charge down the neutral conductor, which is not switched off (except in a double-pole switch). Maybe this guy has got this in his head, and thinks it still applies, and to every electrical device.

He may also think he's protecting company equipment from the potential effects of lightning strikes. A notice confirming that the building has its own lightning protection and adequate grounding might be enough to stop the behaviour.

I agree that unplugging everything after you have used it is way over the top, but the fire services do recommend you unplug electrical items that you are not using at night to reduce the risk of electrical fires:
