If football became a summer game (with a nine-month season) wouldn't all World Cups/Euro Championships then have to take place in winter?

Not really.
Moscow would be fine in July, with the football league season ending in May.
Qatar wouldn't be fine in January because it'd clash with a few dozen premiership games.
That's how we stand. To change the football league season for the sake of accommodating one world cup tournament that should never be happening is just about the worst case of the tail wagging the dog I've heard in a long time.
