Very sad to hear. Unacceptable.
The NHS managers should blow the budget to meet the publics need in this area. Then balance the money later as needed. Pain elsewhere yes, but this has to be a priority area and people waiting hours in pain is not on.
You sometimes do have to choose your financial pain - but not many would say that (deliberately?) under funding the ambulance service is the correct call.
