My wife befriended a female refugee (granted asylum a year or two back) who lives in one of these flats, and she says that conditions are not great. At least the lady concerned has held down a full-time job for over a year and is supporting herself. But Swansea has around 900 waiting for asylum applications to be processed and I don't see how the city can accommodate many more at a reasonable standard.
