Yes, Nunes is in a powerful position, that is for sure. However, Speaker Paul Ryan hates Trump and is probably trying to figure out a way which ensures the following -
1. Neil Gorsuch is confirmed as a Supreme Court justice.
2. One or two other pieces of legislation are pushed through before Trump is inevitably removed from office.
3. Get rid of Devin Nunes as chairman of the intel committee (which he can, as Speaker) without it looking as though he is doing it to set Trump up for the fall.
4. Do all of these things without being labeled a traitor to the Republican Party and therefore damaging his own personal ambitions of higher office.

Not quite. Nunes and the House intelligence committee is one body overseeing the FBI investigation, but they formally report to the Justice Department, where the attorney general Jeff Sessions has recused himself for also having suspicious links to the Russians as part of the Trump transition team (it was that recusal that caused Trump to fly off the handle and make up those lying tweets about Obama wiretapping him a few weeks ago).
However, the Senate also has an intelligence oversight committee that is happily endowed with Republican members with significantly greater credentials as statesmen compared to the plebs in the House. They are currently negotiating with Steele - who after a stint in Moscow rose to a very senior position as head the MI6 Moscow desk in London - to come to Washington to testify. Chances are that will now happen within the next week or 2, since Steele assesses that all the publicity has lowered his prospects for assassination, in contrast to several of the poor saps who supplied the raw intelligence he used.
