Of the bands I have seen I would say Michael Stipe of REM in the 1980s. Perhaps surprisingly, though a poor singer, Billy Bragg is very engaging as a performer. Most disappointing was Chrissie Hynde.

My opinion would change daily, and how you define greatest would also be a broad brush. My personal choices as of today,that I can remember....
Greatest on stage entertainer: Hard to look past Freddie Mercury, whether you like Queen's music or not, he was a showman. I agree with Jagger as a showman too, but personally as entertaining singers I have seen, Jarvis Cocker is up there for me.
Best all around vocals:. Ben Harper. Great vocal range with various styles (Reggae, rock, gospel etc). The only singer I have witnessed do a song live (Rise) acapella and literally nobody moved in the hall, not a sound, outside a funeral....put the hairs up all over.
Best female:. I love dirty, gravelly, voices(Stevie Nicks), and powerful rock voices (Ann Wilson), but my all time favourite is Kim Carnes. Her "Voyeur" album is a hidden gem in my eyes.
Just randomly came across this at the weekend & it's been years since I've seen or heard anything so damned good.
Raw, authentic, bluesy, gospelly rock from a woman with the balls to get up there and "smash it" despite not having the figure and looks of all the manufactured pop Barbie dolls in the charts these days.
A bit of Jopling and Redding in there, but she's her own person.
Born in a junkyard (apparently), she suffers from synaesthesia (she hears colours!?), comes from a broken home and lost her beloved older sister to leukemia, and largely wrote this song in her head on a long traipse back to the highway after visiting her dad.
Oh, and she can play guitar (a bit).
