I can't comment on this person specifically, but I have watched quite a few commons debates on bills, and sometimes the black and white of voting for or against something does not cover justifiable reasoning for not voting on a bill.

For example, if you were to listen to the black and white of the vote, Philip Davies would come across as a monster for opposing an anti domestic violence bill (Istanbul convention ruling). But if you listen to his argument, it is purely valid why. He claims the bill was not as inclusive as it needed to be, where men were not afforded the same protection. He was pilloried for this in commons and the press, but his arguments were actually sensible. He wanted true equality in the act but that is not reported.

So take votes with a pinch of salt. It's the reasoning behind it that should be the concern.
