Chelsea will not be getting Champions League this season anyhow so would expect them to get points deducted this season to give them a clean slate ready for next season.
FA will be monitoring Man City and could wait to the end of the season to see how many points they are ahead of 2nd place before deducting just enough points for them to remain top. | | | |

I think changing the rules is required
Any club that has had John Terry in their team should automatically be put into administration.
