In order to get a caution the person would have to have admitted the offence. If they deny it, they can't be given a caution. The fact he had no previous convictions would have been a main factor in him being given a caution. The reference to initial allegations not being substantiated would relate to a statement not being provided at the time of the initial incident but being subsequently provided by the victim 12 days later |  | | |
