Concrete problems

Once I heard on the Welsh news that there are venues besides Schools with concrete problems.
Apparently ST Davids Hall in Cardiff also has this problem...
Myself with distrust of Cardiff related things and know that the council are looking to move St Davids Hall to a new venue, could this be another corrupt Cardiff Scam
