Edit- apparently it's suspended as its under 24 months.

yup, he won't serve time. He can nominate someone to do it for him if needs be. I am sure the fans would sign up for a competition with that being the prize.

Do you think this nomination thing could be a good scheme in the UK? - the unemployed can be paid by the criminals to do their porridge, which keeps the criminals on the street and creates more employment for the police?

Sounds like a no-brainer to me. We may even need to bring in more immigrants to make the scheme work.
