My top 3* off the top of my head would be;
1. Basil Fawlty - Utter comedic madcap genius. So many LOL moments that can be watched again and again. Pure Genius. 2. David Brent (In the first two series). Very original at the time. A heady mix of inteligent witty comedy mixed with so many cringe worthy moments. 3. Sheldon Cooper - A bit left field but the timing and delivery of such complex and detailed scripts is very impressive. Razor sharp wit, imo.
*As OP I have the right to change my top 3 at any time.....
Harold and Albert Steptoe (I'm using my BOGOF coupon for that) Inspector Clouseau (of the surete) Jacques Tati as Monsieur Hulot (a bit esoteric there but comic genius IMHO)
Honourable mention to supporting comedy character Office Crabtree from 'Allo allo'

I saw a short 60's comedy film recently called The Plank, written by Eric Sykes. Classic British comedy. I particularly liked the policeman in it played by Jimmy Edwards i think.
Also haven't seen Homer Simpson mentioned and also thought Clarence Beeks from Trading Places was a funny character.
