It's on target if it hits the woodwork and then goes in. Otherwise it's as Ray W said.
And just to pre-empt the hitting the target conversation, if it hits the target it's a goal. It hasn't hit the target if it's saved because that means someone prevented it from hitting the target.

A team hits the post 3 times v a team that has 3 shots blocked outside the area?
