I think he will find that it is a pre-condition of being a member of the EFL 72, that all decisions made by them are legal and binding and that any attempt to seek recourse to law to overturn those decisions will result in that club being removed from the EFL.
Perhaps that's the game plan and then he can blame someone else for the ultimate demise of the club.

If you read the rules of the Carabao cup, they’re not playing:
2.2 The control of the Competition shall be vested in the Board of The League who shall in all ways act as the Management Committee of the Competition, and who shall have power at any time to alter, delete or add to these Rules in such manner as they in their absolute discretion deem appropriate.
And:
5.3 Any Club without just cause failing to fulfil its fixture obligations in respect of any match in the Competition on the appointed date or dates shall be deemed guilty of misconduct.
So bury either provide the League with the financial surety requested and required or Sheffield Wednesday will get a bye with bury taking a further misconduct charge.
Also working on the assumption bury have until Friday at 5pm to have their League fixture vs Gillingham on the 17th August ratified.
