Of course he is, but, as pointed out with the Burke example, it isn't implausible they would be aware of Hogan.

RB are one of the few Bundesliga teams to have active scouts in England, so its not implausible that they'll notice him. He would though, struggle to get into the RB side at the moment.

I think if a club pay £15million for a player - asking for a sell on fee is a bit cheeky!
