HALL RIGHT NOW: A manifesto for a supporter-led Portsmouth FC

The Pompey Supporters Trust now needs your support. While there will always be people wanting to take over a football club, no-one else seems to be actually making an offer or even looking like they will act in time to save our club.

Two options appear to remain; PST take over Portsmouth Football Club, or Portsmouth Football Club is liquidated and PST restarts a 'continuity' Portsmouth Football Club.

What we have right now is a golden opportunity to build the sort of Portsmouth Football Club we want to see, one that continues to aim for the stars but concentrates on building a solid business, a business that can expand sensibly by bringing the missing thousands back and, in time, working with partners to build a new stadium.

While people have a right to be sceptical, the simple fact is this; any businessman buying Pompey is likely to borrow the money to do it and then lump the debt onto the club. The club will then owe that money plus a commercial rate of interest, which is going to be in the 15% range. The Supporters Trust, by getting pure investment from fans, is the only body in sight that will buy Pompey with money invested by people who aren't looking for a profit in five years, and starting out by loading the club with expensive debt.

Many people have asked what would be done about running costs and this again is a legitimate question, but one with a salutary answer; the idea is that the business pays running costs from its revenue. Borrowing money at 15% interest to pay running costs is the footballing highway to hell. The objective for the administrators is to try and lock down future parachute payments to pay off football creditors and current high earners to hand the club to a new owner on a break even basis.

Once you have a business with a break even business plan and no debt, you do the next, simple, fundamental step; you don't spend any more money than you have.

But away with mundane business talk. What could this new supporter-led football club look like? Here's a starter for ten.

Pompey aim to be the best football club we can be.

We have previously been Champions of England and FA Cup Winners and we aspire to be so again.

We aim to win every competition we enter.

We aim to achieve this by building our club until it represents the South of England and the City of Portsmouth with pride.

We aim to play with style and panache, to transcend club loyalties by playing a brand of football that people regard as synonymous with Pompey.

We bring young people into our academy and we aim to turn them into the best young people they can be. We will show them loyalty and respect.

Our supporters are the club. They have a right to expect that every interaction with the club will be positive, that they will feel valued.

The club will be as transparent as it is legally possible to be.

The club will operate on sound money principles, budgeting to spend only what the club takes in as revenue and only ever borrowing money to build new facilities that will show significantly increased revenues, never to pay running costs, wages or transfer fees.

The club will be an active and integral member of the community.

We will pay our debts.

We aim for all our representative sides, Academy, Ladies, through to first team, to embody the finest of sporting values namely:

We play fair

We never cheat

We give maximum effort

We respect opponents

We respect match officials

We accept victory and defeat with dignity

 

This will be the Pompey Way: to do everything as well as we possibly can and with the maximum amount of style.

It will be a long road to rebuild our club. It may start with playing a team of kids and free transfers in League 1 and, who knows, maybe League 2 again. But we have climbed from the bottom to the top before and we can do it again. It might take years to get a new stadium project up and running, it might take years of careful management to see Fratton Park full and the club roaring back up the divisions.

One thing is absolutely certain though; Pompey Supporters Trust are the only game in town right now, and what is more, they are the only people who want the club to succeed for it's own sake, not for some notional profit at a future date.

Pompey is a club whose only limits are the imagination of the wider Portsmouth community, the last undeveloped big club in English football. Let's take this opportunity to rebuild Pompey in the image of it's supporters; passionate, honest, hard-working, ambitious, stylish, indomitable. And magnificent.
