In a way I think it may help.

Chelsea will no doubt grease enough palms to be free of most limitations by the end of the season (or the start of next) and their new owner is going to wince at the salary bill and the fact that he/she will have to pay a lot just to keep things stable.

Offloading players is a good way to reduce the pain.
