I don't recall the away end at the Madejski have a distinct upper & lower tier. So, its a case of what elevation you prefer to view a game from in a single tier stand.

I'm pretty sure there is a walkway separating the upper & lower tiers but it's not as wide as the ones at the Liberty.

You might be right, but I recall the entrance/exits being at mid-point of a single tier stand. Either way, we're not talking upstairs/downstairs type stand.
