Unfortunately many watch the pro players verbally abusing the refs and think they can do the same in their matches. It's up to the FA to stop this otherwise there will be a shortage of refs in the near future.

Referees at the top end of the sport need to lead by example.
Only 4 players at most should be talking with the ref- the 2 players involved in the tackle/ foul etc and the 2 captains.
The same applies to the linesperson
Anyone else should be immediately booked by either the ref or the 4th official, who should be able to do so to help the lino/ ref. After all, he's a qualified ref ready to step into the game.
Maybe even booking and "sin bin" for dissent

The FA/ PL and all the other leagues should then be able to issue a fine equivalent to a quarter of the gate receipts for an average of say the last 3 home games once a certain number of dissent bookings is reached (5 for instance) in a season.
Once say 2 fines are issued then the club obviously doesn't want to help, so a 3 point deduction for every 2 dissent cards should work.

The rules would have to apply to all, from the big 6 down to local level.
Utd/ Chelsea (the worst offenders Imho) certainly wouldn't allow their players to surround the ref if 7 or 8 were booked every time it happened- 3 point deduction every game after the 3rd or 4th at the start of a season would certainly ensure no Euro CL place.

As for double standards from the crowd regarding abuse.
Always going to happen as we have a different view and therefore a different opinion to the ref/ lino.
