What’s surprising about that? He’s a federalist. He can want it all he wants, the UK has a permanent opt out over joining the Euro and various other mechanisms (Schengen is another).
Under his vision, the UK would be part of the outer circle - which, of course, would suit most perfectly. All the benefits without the bits people don’t want.

They clearly do take no for an answer as if you look you’ll find that you have pounds in your wallet rather than Euros.
