Any normal person(not having a go) would ask what kind of lunatic would use a chemical weapon. That said, I do agree but it is still an assumption. It could also be an attempt to cause hysteria or a point to all and sundry that they can use all means at their disposal.
My only other point in reply also addresses Brynnie's 'why aren't there mass casualties' - possibly because they used a TINY amount which has meant that, so far, the man is still alive. Remember that the fall of the Berlin wall was preceded by a Russian operation that got their agent provocateurs agitating mass protests to enable the authorities to crack-down and reign things it. Only it didn't go to plan and things spiralled -I can't remember where this happened but I suspect it was Czechoslovakia but the point is this kind of operation can suffer unintended consequences..
