It is mainly due to keeping traffic moving on the worst bottleneck on the M4 imho.
The lesser problem of Brynglas will be solved by spunking a billion pound of precious infastructure money on a relief road.
We on the other hand can sit in our traffic jams whilst the HOV twinning moves at a snails pace and the Swansea element of GE lroject is kept on the back burner indefinitely.

Do do know people from Swansea and west wales use the M4 east of Cardiff too.
I came over the Severn bridge yesterday and instantly found myself in a traffic jam, all caused by the Brynglas bottle neck.

Some of the M4 in Wales was conceived and built 50plus years ago and the traffic levels are totally different now. The road network in Wales is pretty poor and a whole head of cash needs spending on it. The problem is where relief roads are being built, they have 40 or 50 mph speed limits and lots roundabouts, so people can’t make progress and want to stay on the M4. The SDR in Neport and the Port Talbot relief road are prime examples of this.

The M4 at Newport, which is the gateway to Wales does need sorting as a priority. The M4 at Port Talbot and around Swansea also need sorting as do the roads in to West Wales and a north south road and I don’t mean these 3 lane efforts, dual carriageway all the way as we need to open the West up so economic “prosperity” can be shared.

Lowering speed limits often reduces journey times, as counter intuitive as that may sound. Something to do with less harsh braking leading to fewer random snarl ups.
