Just a thought, but if many targets for Macaulay while at ÖFK were from outside the EU (other than Swedes and a couple of Brits all others were) they might find it more difficult to get a work permit in the UK which limit the pool of players to choose from.
If so he might be having to search areas he was unfamiliar with and players not on his radar.

In the UK
In order to automatically qualify for a GBE, the player must have participated in a certain percentage of senior international matches for his national team. Generally, that percentage is calculated over a two-year period. However, The FA, recognising that it is more difficult for younger players to break into their senior national teams, reduce the calculation period to one year for players under the age of twenty-one.

The required percentages of competitive senior international matches are determined by that country’s FIFA World Ranking over the relevant one or two-year period as follows:

FIFA Ranking 1-10: 30% and above
FIFA Ranking 11-20: 45% and above
FIFA Ranking 21-30: 60% and above
FIFA Ranking 31-50: 75% and above
This is what Montero's hold up is all about.

In Sweden the requirements are all based on employment contract on offer in Sweden.

I would have thought that as Montero has a contract with us, his work permit is in order, despite the fact that he has not played for us for some time. I can't believe that his right to play would be withdrawn because he hasn't played here for a while. All a bit confusing imo.

We shouldn't all be tarred with the same brush you know!

All visas have conditions - I think his would have ben looked at because he's not maintained a presence in the UK.
Although he was effectively on 'company business' his lack of international football in the last year and little game time generally would have raised concerns about the legitimacy of his work in the UK.
You wouldn't believe it rom some on here but our borders are very carefully policed.
