Hillsborough was a terrible event and my deepest sympthathies are with those who lost loved ones. If there is wrong doing then people have to be held to account and justice must be done. That said, having read the article in the Guardian it certainly appears to be a difficult call for the CPS. One witness has died, “significant contradictions” emerged in the testimony of a second witness who is 85years old which leaves 1 witness to “prove” the prosecution case. The 4th charge appears to relate on an interpretation of a word.
I am not a lawyer, but based on the above and the fact that in Criminal cases the burden of proof is “beyond all reasonable doubt” I can see why the CPS have made their decision. I can also understand the anger of the families.
