How can it possibly be correct that some matches use VAR and others don't? It literally means there are two sets of rules within the same competition?

I don why it needs to be trialled in the FA Cup at all. It can be trialled in a Competition in which everyone has access to it. And if they want it in the FA Cup then the FA need to pay for it at all clubs after, say the 1st Round proper.
