Well, yes, because if it can't be made public at this point in time for very valid reasons, ie avoiding prejudicing any court case, then it's not public evidence now.
Whoever attacked him for whatever reason needed to be investigated and processed as appropriate, same as for any other person being attacked.

What he says and what he has could well be two different things.
I know in the Guardian article, he claimed he was told by an anti-fascist group football hoolies were apparently talking about it hours after it happened, but that's hearsay and not really proof of anything unless there was an admission / identifiying evidence.

I have a few mates who are cops, the CCTV wouldn’t be released to the general public until other lines of enquiry had been exhausted.

Paste this into a Google - cctv footage released of suspects - and see for yourself.
If the lines of enquiry are exhausted and they are unable to identify the offenders then they will release it sooner rather than later, but if for example by viewing it themselves they identified suspects they wouldn’t release it, they would retain the footage as evidence for use later on.

Are CCTV operators police or civilians?
I think that depends where you are. In Swansea it’s owned and operated by the Council who have a link to police control room. A mate of mine used to work for another Local Authority who owned their own CCTV system but it was based in a police station so I think it varies from place to place.
