Basic scanning for nuclear materials is completely different.
And they can only indicate suspicion - the containers then have to be hand searched. And they hide drugs in products which are indistinguishable from drugs on the scanners anyway.

Not sure where this discussion is leading but there's still no feasible way of searching 483 million tonnes of cargo to find a few hundred tonnes of extremely well concealed drugs.
