But supposedly Cooper was told that whatever players were sold, he would have the vast majority to get new players in.. Cooper wanted to keep said players plus wanted money to spend to strengthen.

The first part is basically what has happened since 2016. If money is there, the club spends it. Not always wisely, but it does.
The second part, if true, would suggest that Cooper is just as ignorant of basic footballing financial reality as a lot of those who contribute to these boards.
The reality is, I suspect, that Cooper knew his stock here was about as high as it was ever going to get and wanted to cash in on that by getting the f*ck out of Dodge with a juicy contract at another club before the Sword of Damoclean problem of his tactical style allied to a lack of Ayew came crashing down on him.
