The statement was posted to Twitter, double negative and all, by his spokesperson Liz Harrington. Mr Trump is not able to post to Twitter himself after he was permanently banned.

Twitter has been such an integral vessel for Democrat disinformation and of course both Facebook and Twitter both aligned with the partisan ‘fact checking’ sites which they work with to enable them to use as a pretext to censor views they find inconvenient.
Having a social media platform devoid of any censorship is a terrifying prospect to the Democrats. They won’t feel they can control the narrative anymore.
