The government is about to increase the penalties for using your phone while driving.
It's simple really.. every mobile is monitored with a location from the provider.. simply download an app that connects with your key.. when you turn on the ignition, your phone automatically shuts down, and only when the key is removed, your phone comes back on.
Every time you buy a car or key.. you have to connect your mobile with the key.

Not in any way condoning the behaviour but if I can explain why this sentence may have came about.
Magistrates are bound by guidelines, to which they have to adhere. This man's sample was not that far over the limit. The level of alcohol falls into 3 categories, the bottom one being 108-183. This has a range of 12-16 months disqualification with a punishment of a fine.
In this case the Bench, in giving him a suspended sentence (which legally carries the same weight as immediate custody) and a ban of 16 months have gone massively outside their guidelines taking into account his being a school bus driver. I A ban for life would be an illegal sentence and would be immediately appealed as would a custodial sentence. Also the maximum he could receive would be 6 months, they'd have to give a 1/3 reduction for an early guilty plea, so the maximum he'd serve is 2 months. It doesn't say but I'd imagine along with a suspended sentence, he'd have had some form of supervision to help him with his drinking.
Like I said, not condoning, but explanation as to why he may have got the sentence he received.
