Just checked to see who we had drawn in the first round and came across this rule - why is this a thing?
What about Premier League teams, and new additions to the Sky Bet Championship?

70 teams in R1 -> 35 + 15 (50) in R2 -> 25 + 7 (32) in R3
If us and Stoke started in R1 as well we'd be a team short by the third round, so they need to either do that or let Leicester start a round later. |  | | |
