I suspect Haarland and his father have joined up with their agent to cash in on the transfer fee that would normally go to Dortmund. Dortmund have accepted the agent's proposal to split the eventual transfer fee with the agent, the player and father.
This deal was agreed when Haarland signed for Dortmund. This is why a number of young prospects are lured to Germany. More and more cash is heading into agents pockets rather than club pockets. Going to Dortmund is a 'harvesting' operation.
Plant the player in Dortmund and reap the transfer fee when sold.
