Technically next season hasn't started yet, so West Ham don't count. But the Hammers last promotion was 2012.
Stoke and Swans fans are grumbling on Twitter saying that they shouldn't be on there because they spent a big chunk of that time in the PL and couldn't get promoted from there. Which seems fair enough. Although if you only count it as continuous EFL seasons without promotion that bumps us a couple more places up the list.
For anyone who doesn't know the history Arsenal's last promotion was in 1919 and they only finished sixth in the previous season:

On past precedent the two places would be given to the two clubs that would otherwise have been relegated, namely Chelsea and Tottenham Hotspur.
