Perhaps his memory is failing. It is hard to believe that he didn't hear about at least some of Cyril Smith's behaviour when the Rochdale Alternative Press provided details. Smith said he would sue, but he didn't risk going to court.
The best thing to be said about Mr Rowen is that he wasn't as bad as his successor as the town's MP. |  | | |

From the early 70s onwards, the local and indeed national Liberals/Lib Dems, defended Smith all the way, and rubbished the Rap , Private Eye articles, and denied everything said about Smith and Cambridge House and rumours about Know View. Only when Smith died, did any of them in public start to stop the full time defending of Smith. David Steel when leader of the Libs, just shrugged of the Cambridge House incidents as merely a bit of spanking(forgot exact wording). |  |
