France looked the best? Columbia have been far better than them.

5 in South America.
5 elsewhere....Mexico x2, USA, Japan/South Korea & South Africa.
No European country has won the cup in South America.
No European country has won the cup outside Europe, other than Spain in South Africa.
The only thing that's pathetic about that is the record of European countries outside Europe. So, South American countries have a better overall winning record, irrespective of the tournament location
So, if a European country won the Cup in South America, it would be quite an achievement.
