I believe he may be quoting the 18th century Dorsetshire empiricist, Jethro Pharkinell, whose treatise 'Garn, y'barst, er'll rip yer' discussed the nature of universal absolutes in the light of Hume's metaphysics. It was famous for the aphorism 'Moi arrse's, too arrs'.

Mind you, I'm nowhere near drunk enough to translate in full.
