Am I right in thinking the 25 man squad regulations are waived in Jan? If so do you think we'll see Luke Young return to the fold?

That's how I understand it, the same applies in August as well. The club can field whichever players it likes during this period, it's only when the final 25 man squad is submitted that it becomes locked.

I'm not sure if it's simply considered "open" or whether the club is simply allowed to continuously make changes to the final 25 man squad during this period, so paperwork for registering and unregistering players as they see fit.

I found this on one of the footie sites.

From January 1 to January 31, clubs can make unlimited changes to their 25-man squad. On February 1 a new 25-man squad must be named to run until the end of the current campaign.
