I don't know anything about his case but suppose the chap who has the order against him has been the subject of a number of allegations of indecency of some sort, perhaps he is in a position where he comes across this type of victim as a taxi driver, bus driver, social worker, police officer, landlord etc.
The victims either cannot remember as a result of being incapacitated through drink,drugs or some other noxious substance administered to them without their knowledge or they have a mental illness or some other form of disability which leaves them vulnerable to predatory men.
They believe they have been raped but cannot give an account for one of the above reasons, it is unlikely without other evidence that a case would proceed.
Therefore Mr X has to report to police that he intends to have intercourse with Miss Z, the police go and visit her and assess her ability to give consent which should in most cases take no more than a few minutes for a non vulnerable person. | |
