Great football teams, achievements do come into it, but there is not a lot you can do about one off results, sometimes caused by bad refereeing decisions, sometimes teams don't enter or are not allowed to enter certain tournaments.

Wales had won the home internationals in 1932-33 and 1933-34, the British teams were the best in the World, England tended to play some internationals against foreign teams and usually whipped them, the British were too good to enter the early World Cups and did not enter as they had their own competition with whoever winning it been regarded as the best in the World, Italy won the 34 World cup and then played England in the battle of Highbury international and lost to the English, but the English had been second best to the Welsh as Wales were back to back home international champions. Magnificent team containing tardelli, gentile, Rossi, the great Antognioni and the man who kept baresi out of the Italian team, gaetano Scirea.

Italy were very good, they started slow but got better and better in that World Cup, I do think Brazil would have beaten them 9 times out of 10 but that game was the 10th time. People say football died that day, Brazil became more pragmatic after that, after a couple of World Cups, they won in America, reached the final in France and won in Japan but although they were better and more flamboyant than the rest they did not produce the Samba football of 58, 70 or 82.
