Borrowing restrictions were lifted, so a lot of councils have borrowed (on historically low interest rates) to invest in property, on the basis that the rental income from property will cover the interest payments and bring in cash to spend. (There's no other reason for e.g. Norwich council to buy property in Kent.) Which is fine right up to the point that either interest rates go up or the tenant goes bust and stops paying the rent.
