Well you say that but the Welsh side isn't fully reflective of the standard of the Welsh league because the non Welsh players playing in the league aren't involved and they don't seem to have selected any of the internationals either - Eardley, Jazz, McDonald, Edwards.
The England side however is artificially inflated by having access to Wrexham players such as Mullin and Tozer who are levels above the national League and only in that division due to Hollywood money.
