I doubt whether we will all agree but I thought:
1) BOS first half - not enough for a pen
2) Hugill first half - looked like a rugby tackle to me - pen
3) Hall second half - shirt being tugged at a corner right in front of ref - amazed it wasn't given. Can only imagine he thought Hall didn't need to go down, but being pulled back by his shirt is a foul - pen
4) Manning 2nd half - he pulled the Stoke defender back by his shirt so that was given first and no pen, but if that was a foul, why wasn't the one on Hall? |  | | |  |

'go with the flow' is a way of putting it yes.
I've mentioned this before as another example - how many times are GKs penalised for holding the ball for more than 6 seconds?
I heard a top PL ref tell an audience that he would never referee a PL game again if he ever penalised a GK for that - so yes there is an 'agreed approach' to certain laws whether we like it or not. |
Hardly fair to compare a keeper holding the ball for 7 seconds to pulling a player back by his shirt in the penalty area. He also penalised Manning for pulling a Stoke player back by his shirt so how can he give one but not the other? No justification whether it's an agreement between refs or not. | | | |

Well its often 15 or more as we know - that's not the point it will NEVER be called at the top level.
Looking again at the Hall incident from the low camera angle, its possible he didn't see the shirt pull and just saw Hall going down.
As I've said before not saying he was right, just trying to come up with possible explanations for the decision. |  | | |

Pinner, any idea why they bring in these changes to the laws or their interpretation and then stop applying them after a brief period. Not just thinking of this one but the other year refs were clamping down on dissent and another year pulling and grabbing in the area. I'm sure there are other examples as well.
