Separate households will not be allowed to meet indoors in Greater Manchester, East Lancashire and parts of West Yorkshire from midnight, the government has announced.

Health Secretary Matt Hancock said an "increasing rate of transmission" had been identified in those areas.

"The spread is largely due to households meeting and not abiding to social distancing," he said.

He also confirmed restrictions in Leicester will remain in place.

Infection rates are creeping back up in a lot of countries.

Only a vaccine or a remedy is going to sort it out.

I can't help thinking that there will be worse diseases in store for us in the future. More harmful and more infectious.

Coronavirus: PM postpones lockdown easing in England

The further easing of coronavirus restrictions in England - due to come in this weekend - has been postponed for at least two weeks, amid concerns over an increase in coronavirus cases.

Casinos and bowling alleys will remain shut, with Boris Johnson saying it was time to "squeeze the brake pedal".

Wedding receptions of up to 30 people were meant to be allowed as part of the changes but cannot yet happen.

Face coverings will be mandatory in more indoor settings, such as cinemas.

And people attending places of worship will also be among those required to wear face coverings, in a change that will be applied from next weekend.

The rethink follows new restrictions for people in parts of northern England, after a spike in virus cases.

The prime minister said progress against coronavirus continues, with the daily and weekly number of deaths falling, but warned that some European countries are "struggling" to control it. The UK must be ready to "react", he said.

Highlighting the latest figures from the Office for National Statistics, he added: "The prevalence of the virus in the community, in England, is likely to be rising for the first time since May."

Mr Johnson said planned reopenings for 1 August would be delayed for at least a fortnight.

That means venues such as casinos, bowling alleys, and skating rinks must remain closed until 15 August.

Indoor performances will also not resume, pilots of larger gatherings in sports venues and conference centres will not take place, and wedding receptions of up to 30 people will not be permitted.

Separately, face coverings will be compulsory in more indoor settings where people are likely to come into contact with people they do not know, such as museums and places of worship, from next weekend. They are already required in shops and indoor transport hubs.

The prime minister said the rules for face coverings would become enforceable in law from 8 August.

The plan to pause shielding from Saturday will go ahead as planned, according to the prime minister. Some 2.2 million people have been self-isolating in England during the pandemic.

That means they can return to work, if they cannot work from home, as long as their workplace is Covid-secure.

Guidance for employers will also change as planned from the start of August, giving employers "more discretion over how employees can work safely, whether by continuing to work from home, or attending a Covid-secure workplace", Mr Johnson said.

According to the ONS, there is "now evidence to suggest a slight increase in the number of people in England testing positive on a nose and throat swab in recent weeks".

This is based on the organisation's infection survey - taking swabs from people selected at random in homes in England.

Last week, the ONS estimated that there were 2,800 new infections each day and that one in 2,000 people - 28,000 in total - were infected in homes in England.

Coronavirus: New virus measures in Preston 'expected in next few days'

Lockdown measures could return to Preston in the next few days after a rise in Covid-19 cases, Lancashire's director of public health said.

Dr Sakthi Karunanithi expects stricter rules to be imposed in the city as they have been in east Lancashire, Greater Manchester and parts of West Yorkshire.

The council has already asked residents to follow a number of extra measures in a bid to halt the spread of the virus.

Data from Public Health England shows a rise in new Covid-19 cases in the city.

Preston recorded 49 new cases of coronavirus in the week to 31 July, more than double the week before when there were 22 - this meant almost 35 cases per 100,000 population.

There were 18 cases recorded on the 29 July alone. Numbers have fallen since but data from recent days are subject to revision.

Dr Karunanithi told BBC Radio Lancashire he expects the government to impose restrictions "in the next few days"

"That is my personal and professional opinion given the statistics, the direction of travel and given the size of the issue," he said.

Further updates on possible new measures are expected on Thursday following a government review meeting to discuses local authorities, Dr Karunanithi said.

"We will get to know after that meeting if there are any restrictions that will be brought in or [if] any support will be given to us as well," he added.

Switch Preston reopening criticised as city 'on cusp of lockdown'

A senior police officer has criticised a Preston nightclub's decision to reopen as a bar as the city stands "on the cusp" of a local lockdown.

The owners of Switch Preston on Market Street said they took legal advice before reopening on Saturday.

Preston City Council, which has asked people not to host visitors at home, said it was legally allowed to open.

Deputy Chief Constable Terry Woods said to "open a venue to 500 young people with drink is just not helpful at all".

In a statement, Switch Preston's owners said they had repurposed the live music venue as a bar because nightclubs were not allowed to open under current lockdown restrictions. But they said capacity at the venue had been reduced from 1,200 to 400 and other safety measures had been put in place including sanitiser stations, additional seating and one-way systems at the bar and toilets.

"It is, and has always been, our intention to reopen and repurpose Switch to deliver a safe and enjoyable experience... even if it's as a bar," they said.

'Uneasy'

The latest government data shows Preston recorded 50 new coronavirus cases in the week to 30 July, up from 19 the week before. This included 18 on 29 July and nine day after.

As a result, the city has a rate of 35 cases per 100,000 residents, up from just over 13 per 100,000 the week before.

The city council has asked residents to follow a number of extra measures in a bid to halt a rise in Covid-19 cases.

Director of public health Dr Sakthi Karunanithi said he "wouldn't be surprised" if stricter lockdown measures were implemented like in east Lancashire and Greater Manchester.

"We are reaching a point where any more easement of the restrictions will have to be balanced against protection from spread of the virus," he added.

The council's chief executive Adrian Phillips said environmental health officers and Lancashire Police had visited the venue twice on Saturday and found it was sticking to the agreed safety measures which included "no dancing".

Dr Karunanithi said he felt "uneasy" about the reopening, but added that Preston was "working in a legal framework which balances out the economy and people's freedom... and keeping ourselves safe".

DCC Terry Woods said Preston was "on the cusp of restrictions this week", adding: "To open a venue to 500 young people with drink is just not helpful at all."

He said the Lancashire Resilience Forum - a group of organisations which responds to emergencies in the county - would be discussing the reopening "so that doesn't happen again".

Lockdown measures reintroduced in Preston

Lockdown measures are being reintroduced in Preston from midnight after a rise in Covid-19 cases.

Residents in the Lancashire city are facing stricter restrictions, which include banning separate households from meeting each other at home.

The council had already asked residents to follow extra precautions in a bid to halt the spread of the virus.

The move brings Preston in line with measures in east Lancashire, Greater Manchester and parts of west Yorkshire.

Health Secretary Matt Hancock confirmed the restrictions in these areas will remain in place "as the data does not yet show a decrease in the transmission of this terrible virus".

Any changes to the measures will be announced by 14 August following a review next week, he added.

He said the decision to extend the restrictions to Preston was "at the request of the local area".

As Preston has been designated an "area of intervention" by the government, the city will be able to access additional support to tackle the spread of coronavirus.

Preston's new restrictions mean that from midnight, people from different households will not be allowed to meet in homes or private gardens.

It also bans members of two different households from mixing in pubs and restaurants, although individual households will still be able to visit hospitality venues.

Social bubbles are exempt from the restrictions, and residents can meet in groups of up to six - or more than six if exclusively from two households - in outdoor areas such as parks and beer gardens.

The tightening of measures only applies to those living within the boundary of Preston City Council and not residents of South Ribble Borough Council and Chorley Council with a PR postcode.

The measures for Preston will be kept under review with potential for even stronger localised restrictions from the local authority if the new rules on gatherings are not followed, the government said.

Lancashire's director of public health, Dr Sakthi Karunanithi, said it was "extremely important that we act now" following a significant increase in positive cases.

"I also want to be clear that this is affecting people from both south Asian and white ethnic backgrounds, particularly those living in poor socio-economic conditions in our city," he said.

Pools, indoor gyms and other leisure facilities will continue to remain closed in Leicester, Bradford and Blackburn.

Shielding will also continue for individuals in Blackburn with Darwen, and Leicester city.
