The reason they don't play the whistle is they are out of position and not tracking a player to start with.

The Notts County goal could have been prevented if Mawson and KI tracked the runner supporting Amoabi and Roberts got the right side of their goal scorer.

Maybe Carlos can come up with a M4 analogy to create some bumper to bumper marking.
