Never ever been a problem In fact It's been a godsend. On the 30th January I did exactly that and innocently drove down the same old road and parked In the same old car park and displayed the same old blue badge whilst parking In the same old car park happy In the knowledge that I had done nothing Illegal. But no, Oh no somehow I have been Issued two Penalty Notice Charges, One for driving In a congestion charge area and one for parking In a car park that I've parked In many-many times as It's free for Blue badge holders. I seriously had no Idea that a congestion charge had been extended and that I was no longer allowed to park and display my blue badge (FOC), I guarantee you I would happily pay parking charges but I've never had too. I give up I fcking well give up and the reason being there Is no way to contest these charges although I've tried. I've paid up £90 this morning, nobody to talk too who Issue these fines. I've done my time for this Country, never unemployed worked since the age of Sixteen, I don't want or take any benefits from anyone, I have a clean driving licence all my life. But I've driven down a road that all of a sudden has become part of the congestion area and I've parked In a car park that all of a sudden Is a no go area, I promise you no signs have been erected saying congestion area and no signs In the hospital disabled car park. What the hell Is going On? time was you could pick up the phone and talk to someone, now you have to go on line and talk to a bastard keyboard and you better be quick or you'll be logged out due to Inactivity (you know sitting there for a few seconds thinking before answering). Honestly what on earth Is the bloody point. |  |

They'll say I'll have to take It up with them which I will and started to do this morning, but It's crap £215 per year to tax my car and drive on poorly lit roads that are full of bastard pot holes and sunken fcking manholes but yea well lets all just put up with this shit. I promise you I'm not feeling sorry for myself but I'm angry and rightly so In my book. The day I copped for this PCN was the appointment day I had been waiting ages for I was with the consultant for no more than Five minutes just enough time for him to tell me about my serious operation day which will probably be towards the end of this Year. Tax my sorry backside to death you bastards. |  |

Can I ask which hospital please? I use the Churchill regularly and would like to avoid this next time I visit. System is a complete joke, its why many have lost faith with it. |  |

I understand the liability and was in the process of challenging the PCN this morning through the right channels, the challenge hit a brick wall and tbh I gave up through frustration. The nurse telling me how and when to park was a long-long time ago, we get out of the car rightly or wrongly don't look around for any new parking restriction signs put the blue badge In the windscreen and that's It. |  |

Yes, the badge is person specific not vehicle specific. In some parts of Hammersmith it seems half the cars have a blue badge - they must be fakes. The other day there was a scrap metal truck parked in our street displaying a badge. Hammersmith council are largely unapproachable otherwise I might have reported it. |  | |  |

As others have alluded to, properly registered motorists are treated as cash cows. 2 years after her passing, my mum received a court fine for not insuring a vehicle that had long been scrapped. I called the court to inform them that she no longer lived at the address but I could provide forwarding details. The gentleman on the line asked for a moment to grab a pen and paper. When he returned to the call, I duly provided the address of the crematorium. My aunt received a fine from the DVLA for not taxing a vehicle that had been written off the year before and the insurance company settled. To add to the hilarity, the insurance company had long sold the car on as accident damaged. Some one else had bought it, repaired it, and put it back on the road. When I checked online, the vehicle was showing as taxed. Honestly, you couldn't make it up. So on 17 Jan I sent an appeal to London Tribunals Adjudicators (with a video walk-thru of the TFL website f***ing up). They gave me a virtual court date of 13 Feb. On 31 Jan I got a letter saying that TFL will not contest that appeal and will pay any further costs. This is how they are wasting your congestion charges revenue. Clown show! Later I got a letter from the people who had previously sent me a total of eleven pages of reasons why they were rejecting my appeal. They wrote this gibberish "We have reviewed the issue of the PCN and the handling of your representation. As a result it has come to our attention that an administrative error occured in the processing of the representation... we have decided that the appeal can be non contested and the PCN can be cancelled and no further action taken. We apologise for any inconvenience..." |  |

No human interaction. Of course most people won't go to court over smallish amounts and they know this, because of the risk of have costs awarded against you etc. You get told "its on our website" in relation to rules that aren't obvious, as if the general public spends its time perusing the finer points of driver penalty rules at weekends. Last time I was in the UK I had a hire car and drove through Harrow the way I always had when living there. After getting back here discovered I'd been fined and credit card already debited by the car hire firm. Wrote to the council explaining I was visiting on holiday, that road had always been fine to drive through back when I lived there and I simply didn't know new rules now applied.
