Not really it has highlighted an ambiguity in the competition rules.

5 substitutions can be used in normal time
1 extra substitution be used in extra time.

The 6th substitution came on in the interval between full time and the start of extra time.

The FA competition organisers, the match officials and both teams have been asked for their views and opinions.

May mean a very minor tweak in competition rules to say 1 extra substitution can be used after the start of extra time.

Probably to save legal action by the team that lost. If they thought Exeter had broken competition rules they would have disqualified them.
