More SNP waste 06:30 - Oct 25 with 335 viewsAnotherJohn

In 2007 the SNP introduced a ban on public secctor compulsory redundancies. It has emerged that around 800 people are being paid salary, NI, and pension contributions for jobs that no longer exist. Some but by no means all are redeployed, sometimes on temporary short-term projects, but still on their original pay scale. The cost is about 27 million a year. Scotland is facing a 5 billion black hole in the near future and Swinney has said he needs to lose 12,000 jobs, At the same time, the SNP has reaffirmed that it will stand by its no compulsory redundancies policy. The rest of the UK is subsidising this through Scotland's favourable Barnett formula settlement.

They can do this by not replacing retiring people with new employees. It is not necessarily wasteful in itself.

However with no redundancy rule one can expect sick leave rates to rise and people feeling less than100% might feel less likely to " battle on" and make it to work.

This is the way people think. I had a zero hours contract for 11 years but was on decent money. No sick leave.

I do not but the narrative of one region of UK subsidizing the others. The £500 billion bank bail out of bankrupt London in 2009 is never called a subsidy and neither is the Monarchy and Parliament basing themselves there. Birmingham is a more logical base.

Perhaps you should re-read your comment and edit it so it makes sense? The article says that one employee has been in limbo being paid for a job that doesn't exist for 17 years, so retirements will take a long time to solve the problem. One justification put forward by the SNP for the no redundancies policy was that it was cheaper than the payouts for VER.
